NLC-FHWA Road Safety Mini-Series: Complete Streets for Cities
Complete Streets are safe and feel safe for everyone using them. This includes people of all ages and abilities, regardless of whether they are traveling as drivers, pedestrians, bicyclists, or public transportation riders. Complete Streets are the end result of ensuring that right-of-way planning, design, and operation takes place with the safety of all users in mind, including attention to addressing inequities in infrastructure in disadvantaged communities.

Complete Street policies are set at the state, regional, and local levels and are frequently supported by roadway design guidelines and other measures. Complete Streets approaches vary based on community context. They may address a wide range of elements, such as sidewalks, bicycle lanes, bus lanes, public transportation stops, crossing opportunities, median islands, accessible pedestrian signals, curb extensions, modified vehicle travel lanes, streetscape, and landscape treatments.
